I had checked previous years of the census but, couldn't locate the family.
Son Frederick is 11 and born in London.
Why aren't they on the 1891 census?

Just did a quick look at that 1881 Census again. The birthplaces of the chioldren indicate that the family moved to England between 1874 and 1878.
