You can search all the English censuses at:
https://familysearch.org/search/collection/list#page=1®ion=UNITED_KINGDOM_IRELAND

However, mostly they just return the sought individual's details, with no h/h composition. The exceptions (so really the only ones worth bothering with) are 1871 and 1881 - here's your mob:
1871 https://familysearch.org/pal:/MM9.1.1/KZG1-GQ8
1881 https://familysearch.org/pal:/MM9.1.1/XQXL-5D4
As you'll see, there's no occup nor census ref for 1871.

It's useful to know the piece # - rellies are liable to be living nearby.

Firstly, we know the rego subdistrict is Little Bolton.
Go to http://www.nationalarchives.gov.uk/catalogue/default.asp?j=1 and search the catalog for Little Bolton 1871-1871 with dept code=rg - you get:
RG 10/3931 Civil Parish, Township or Place: Little Bolton (pt) (Divided between RG 10/3931-3936): Higher End
RG 10/3932 Registration Sub-District 10A Little Bolton Civil Parish, Township or Place: Little Bolton (pt) (Divided between RG 10/3931-3936)
RG 10/3933 Registration Sub-District 10B Little Bolton Civil Parish, Township or Place: Little Bolton (pt) (Divided between RG 10/3931-3936)
RG 10/3934 Registration Sub-District 10C Little Bolton Civil Parish, Township or Place: Little Bolton (pt) (Divided between RG 10/3931-3936)
RG 10/3935 Registration Sub-District 10D Little Bolton Civil Parish, Township or Place: Little Bolton (pt) (Divided between RG 10/3931-3936)
RG 10/3936 Registration Sub-District 10E Little Bolton Civil Parish, Township or Place: Little Bolton (pt) (Divided between RG 10/3931-3936)

It's a bit suspicious that rg10/3931 preceeds subdistrict 10A, so use the little reference search box at top left to search for rg10/3931 and rg10/3937
We see that:
RG 10/3931 Registration Sub-District 9 Sharples

Piece reference RG 10/3937
Registration Sub-District 11A Bolton Eastern Civil Parish, Township or Place: Great Bolton
So piece #s 3932-3936 cover Little Bolton subdistrict.
Now do a free search on 1871 Ancestry for Jesse Hartley b 1865 there's only one:

View Record Name Parent or spouse names Birth Year Birthplace Relation Residence View Image
View Record Jesse Hartley name, name abt 1865 city, Lancashire, England relation city, Lancashire

Course, I don't get full details without a sub.

Now search again adding a piece #, so no hits for 3932/3/4, but we get him on 3935 so I can search for all Hartleys in piece # 3935 There's 9 in Jesse's h/h plus another 22 elsewhere in that piece.
