She's Jessie Emily by 1911, matching with the birth as Dea has pointed out. I think you need that marriage certificate for her father's name/occupation to be sure though!

The Gloucester Citizen 20th June 1883
reported an inquest into the death of Mary Ann Salter, servant girl who died last Saturday. She had been in service for several years in London, and had returned home. She was attended by Harriet Wigmore, herbalist, who administered drugs. After hearing medical and other evidence the jury returned a verdict of murder against the woman and the Coroner committed her for trial.

Gloucester Citizen 10th July 1883
Sentence of 10 yrs penal servitude was passed yesterday by Lord Justice Fry on Harriett Wigmore 43, a herbalist belonging to Chippenham for causing the death of a domestic servant Mary Ann Saltey by administering certain liquid and sixteen powders. The jury returned a verdict of manslaughter, it having been shown that the deceased died from the effects of the prisoner's treatment.
Edit: I checked both articles again and Mary Ann is reported as Salter in the first, and Saltey in the second.
