I have seen the info on my threads and have looked at them all this morning thanks to everyone.
The 1881 census 13 Queen St Burton Extra is not her as we have never had anyone called Fanny in the family. 1891 is not her. 1881 Address 30 West St Bromwich St is her. This is the info i have i sent for her birth cert last year and it came back could not find i also sent for marriage cert she married Thomas Glazebrook 29/3/1880 The Parish Church . West Bromwich. His father was John Gllazebrook a Miner. Her father was Samuel Whitehouse. Boatman. Annie and Thomas had 3 children Ann M. B 1881, Elizabeth B 1882,they were born in Oldbury. then my grandmother Emily B 1886 in Shrewsbury. Annie died in 1888 n Shrewsbury and Thomas died 1899 in Shrewsbury. It is Annie's mother that i can't trace.
I see that in 1881 census Astra found a marriage for a Samuel Whitehouse and Hannah Evans both Boat people and they married in 1873, they were in Stoke-upon Trent, i wonder if Samuel's wife died and e married again and f he could be Annie's father. Thank you very much to everyone but as i say i give up now myself.

It may just be her birth wasnt registered

There were no penalties till 1875 for non registration so many births were never registered before then
