You seem to have the date and then a number. I think the employer had to apply for an indenture for the named person.

Does that mean that Thomas Austin son of Eliza Austin was an apprentice to Thomas Rammell of Eastry? - yes it does

What is the 59 ?
The number appears to be a chronological number of the entry in the register.

Yes it does mean Thomas Austin was indentured to him as a Carpenters Apprentice.

Could someone please lookup the following entries in Ancestry for me in "UK Register of duties paid for apprentices indentures 1710-1811":

Thomas Rammell - 4 entries for Eastry Kent - 1712, 1725, 1731 & 1735

Edward Rammell - 1 entry for Deal Kent - 1767

Thomas Rammell - 1 entry for Ramsgate - 1801.
