Help on finding an Adopted Cousin

Can somebody please give me some guidence on how i could help trace an adopted cousin.

She was adopted in very strange circumstances back in the 1970's and from what i understand i am not convinced that normal adoption process was adhered to.

Appreciate if somebody could help me on my quest to locate her whereabouts. Have tried with the adoption agency however they tell us that she has not completed the same form and no match can be made.

I honestly believe that she may have now emigrated soon after the adoption however this is just a hunch.

If someone has experienced something similar i would love to hear especially if you have managed to trace after no match.
