Can any one please tell me the difference between the Burgess roll and electoral Roll

It looks like Burgess Rolls were local rather than national.

Thanks for help and links .
I was looking at these rolls today and found that next to the address where the people i was looking for lived there was some times another 2 addresses .Does any one know what that means
