Since it's a geographic index, the following might be handy:

The Toronto City Directory 1921
http://archive.org/details/torontodirec192100midiuoft

=============================

The Directory for Montréal and its suburbs
Annuaires Lovell de Montréal et sa banlieue (1842-1999)
http://bibnum2.bnquebec.ca/bna/lovell/
The inner suburbs (Outremont & Westmount) are listed in with Montreal.

Although the directory itself is in English, it's a French site - but it's easy to navigate - the useful buttons are:
Début Start
[For clarification, suppose I'm looking at Wm Pulsford Slessor (my g grandad's cousin) in Lovell 1921-1922 Section Si page 10 de 23. Hitting the Début button will take me to the start of this section (Section Si page 1 de 23), not the start of the directory.]

The 1921 Canada Census is now available FREE for browsing on Ancestry.ca.

It states that the entire index will be available for searching later this year.
