I saw this on yesterday's LancsBMD updates page
Updates - Amended 148,568 Births for Manchester RD to include mother's maiden name, comprising: Ancoats (1837-1917)

This is the first Manchester/Chorlton subdistrict so amended.
There were abt a dozen Manchester/Chorlton subdistricts in 1837 - Ancoats was one of the more populous ones, and covered abt 12% of births thru 1917.

Several local indexes for other subdistricts in Lancs and elsewhere contain the mum's M.S., so check out:

These indexes are usually compiled with the aid of the local family history group.

DC - I don't KNOW anything - this is my guesswork:

The actual registers that are transcribed are under the control of the local superintendent registrar. My guess is he has an arrangement with the local FHS, who have provided a small number of transcribers - quite possibly they've all signed non-disclosure agreements. The transcriber(s) go in on the appointed day(s), are given access to the registers, and do the transcriptions.. In the case of retrofitting the mum's maiden surname, it would just mean putting a name in an new column. If I were organizing this, I'ld have this done twice, independently, then run some comparison software, and go back a third time to resolve inconsistencies - in the data entry world, this is called double-keying (at least in N America, it is).

Since my first post, more progress has been made, viz:
Amended 38,905 Births for Manchester RD to include mother's maiden name, comprising: Market Street (1837-1881)

But that Robson birth does not give Mothers Maiden name........ ;-)

DC - right, nor does the Robson death give age, but the exact date of marr is given. Just goes to show there can be quite some variability in the content of local indexes.

Nearly all of these use the entry #, rather than the page # for marrs, so this resolves who wed whom pre-1912. Quite a few others give maiden surames on births pre-1911q3 - often not for the whole area they cover (E.g., just Anglesey for N Wales, etc.) I highlighted Manchester because it's a huge rego district, and births there are particularly hard to track.
