I have been trying to find out that to.. my sister was still born in 1938,, i cant find any records at all....

I don't think they would but am sure there's a stillborn register. Perhaps someone else knows of it.
If the baby lived for a short while however, even a few minutes, they would be registered. I have a great Aunt who died aged 1 day.

there is a still born register but i think only parents or siblings can apply
i might be wrong ......

Only a live birth requires a birth certificate.
This will be issued no matter how long the child survived.
Sadly, a death certificate was often registered on the same day as the birth, if a baby did not survive long.
They will be in the GRO index.
Stillbirths have gone on a separate register since 1927.

yes there is a stillborn register, siblins can only get cert after the death of thier parents , you need to go to http://www.gro.gov.uk/gro/content/stillbirths/
