Um..

Hover your mouse over the photo which will reveal 3 buttons at the top edge of it. One of those is 'Edit'.
click on that.
On the next page, look to the right and scroll down. There is a box called 'Attached Relations'.
Type the name of the person to add the photo to, select, then 'Save'
