Licence mobile phones?

As far as I can see this is for the new 4G phone which are able to do so much more including TV and dvd showing .....
I still dont think it will work or is in any way right

It is slowly dawning on MPs ( rabid mobile phone users ) that they have to obey speed limits, pay their own mortgages etc. What on earth makes you think they would vote for anything like this. Then of course there is the slight problem of winning an election, your idea is not much of a vote winner.

Maybe you should move to Pyongyang where tight restrictions on mobile phone use are the order of the day. As a bonus they have social democracy.

If people want look a pillock, be rude then passing laws about it is futile.

One phone:- One licence
Points system for any infringements and convictions.

If found guilty of driving or in control of any vehicle using mobile phone:-
Fine plus confiscation of licence and Mobile Phone.

If found guilty of using unlicensed or unauthorised (borrowed/stolen/found) Mobile Phone:-
Fine plus confiscation of licence and Mobile.

If found guilty of Gross misuse of mobile phone,ie; use in a criminal act Robbery /abusive threats,etc:- Penalties would be varied depending on the merits of each misuse case.

Jay walking on public side walks/places or roads whilst using mobile phone to the detriment of pedestrians or any vehicles.
Fine plus severe reprimand possible points given. (second offence confiscation + fine + points)

The theft of another persons Mobile phone will be dealt with most severely, as this could be likened to stealing the lifeboats from off of a sinking ship.(Mobiles can and often are, a life saving tool).

OH!...and please dont walk up and down shouting and waving your arm about whilst using your mobile...
It makes you look such a pillock.
