He seemed to be listed as Terry 2002.
There is a T. Biggs Chipping Norton on BT online, worth a look as the address is shown.

I am looking for anyone in the Chipping Norton Area of Oxfordshire to see if they know someone who I am sure is related to me, from what I know the person I am looking for (Terry Biggs) is still in the house that his father lived in years ago. Any help is much appreciated
