Although I have not found a marriage for them, there is a very small tree on Ancestry (the tree owner is the grandaughter of Maxwell Adams and Joy Diane Hewitt). I have now found details of the tree owner on FB and let Faye know.

Sorry to be dim, but need a re-cap!
You say your grandparents are Maxwell and Ivy D. Adams, nee Hewitt. You are in touch with Ivy's brother (I wonder why he calls her Joy?).
Are you 100% sure Maxwell is your grandfather? If so, then the marriage must be correct.
If the person you are in contact with is Ivy's brother, then your mother is his niece. In which case you would think it likely he knows names of any siblings she might have had. If he can tell you names this might help quite a bit.

The possible sibling sister I found did not have a sister Victoria (ie one of the Adams/Hewitt daughters born in Birmingham in the 1960s)

Faye, can I just check what you are saying? Joy Hewitt was her mother, now deceased. The brother you refer to is Joy's brother is that right?
There is no marriage of a Joy Hewitt to an Adams as far as I can see, but they might not have married obviously.

it may be worth getting her birth cert to see who her parents are

Just a word of caution - there are 2 or 3 possible marriages for people with same surnames as your grandparents in the area, as you may have picked up, so impossible to say which one (if any) is yours.
Going back to addresses, if you have any, have you tried Friends Reunited?

Faye, I am assuming you have got full access to your adoption file. Normally I would have suggested you check out any address you have for your mother on the electoral register, to see who else might be living there, but as you might know Birmingham Archives is closed until the new central library opens in September.
When you say you have poss. sibling names, is this from online records, or some other source? I assume you do not have your grandparents' names.
Where have you been looking?

Is she the person born Sutton Coldfield? I can see her birth record if so. There are a few possible siblings born Birmingham, is that correct?
