If you go to SEARCH at top right hand of the page and go to Search All member Trees, Marlene has him in her family tree.

As he was adopted, all his names may have been changed, not just his surname.
He will therefore not show up in electoral rolls, or anywhere else.

In that case, you are dependent on Frederick himself, or a close relative who knows his birth / adoption history, seeing your post, which is a very long shot, I fear.

DetEcTive's suggestion of the Adoption Contact Register is the best bet, though it it's still dependent on him looking for his birth family.
