Have you tried Facebook, Friends Reunited? Might be best to look for Jayne as her names are more unusual.
Was your father married at the time? There is a marriage in Maidstone for someone of this name in 1998.

jayne is my mum and i know all her info :) i dont know much about him or his family just hoping hes going to see this or someone that may know him

If you have the street where he lived maybe someone who lived there might still be in touch? Again, Friends reunited/Facebook are your best bet as a starting point.
