Trying to find Jackson

Trying to find the parentage of my great grandfather THOMAS JACKSON. According to all the available census records he was born in Manchester. In order that all the ages he gives in the census returns consistently match he would have had to be born between 20th May and 4th September 1846. His marriage certificate gives his father's name as Thomas. He probably had an older brother named William. Despite all this information I have failed to find his birth registration because none of the Thomas Jackson's born in Manchester in 1846 had a father named Thomas, assuming that this information on the marriage certificate is correct. Thomas moved to Sheffield and became an iron/steel dresser. He married Avilla Thackeray in Sheffield 05/9/1871. They had eight children: Isabella, Prenetta (my grandmother) Thomas, Agnes, William, Arthur, Ruth and Robert. He died at Upwell Lane, Sheffield 19/5/1928. I would be grateful for any information that connects.
