According to FreeBMD:-

Registers now divided between Birmingham, Sandwell and Bromsgrove districts.

If you are looking for a birth cert, it is the Register Office you want, not the Records Office.

if you go to freebmd you can search for her birth

it does not show mothers maiden that early though so you do take a chance when you send for the birth cert

on the entry on freebmd there will be a ref no

you can then apply for the certificate from http://www.gro.gov.uk/gro/content/certificates/

the cost if i remember is £7.00

Emma was 4 months old when the census was taken on 30th March, 1851 so the birth I have given would also match, given the 6 weeks allowed to officially register.
