Gt Gfather Sutton was a ;Peeler

We are trying to find where we should look for records of men who were 'peelers'. We have a photo in uniform with P 22 on the collar and his top hat beside him on the table. He could have been Frederick Sutton, likewise his son, who went to USA. Probabley mid 1800's. We have no other knowledge/dates.
I will not be back on G/R until tomorrow evening 29th.
