What was his father's DOB - even approximately?
Do you know Peggy's maiden name when your husband was born ?

The only Watson / Hayes marriage I located in the early 1940's is given below. I checked from 1944 back to 1940.

This area and woman's first name is not right, so NOT hopeful this is them.

Lillian A Hayes m William G Watson
Sep 1/4 1944 - West Ham

However, please remember, if you think the 1944 birth you found is the right one, the father may have registered his name alongside the mother (even if not married) and the child will therefore take the father's name. The only way to be sure is to order the certificate from the GRO and specify that you only want it produced if the mothers name is Peggy/Margaret

Once last thought, it may be worth looking for Brian's sister's birth record to see if that is Watson/Hayes as well.

As above, all it may mean is they share the same father but NOT necessarily they were married - just registered the children together.

Was Brian or his sister the youngest child ?
Have you any idea where Peggy and Fred lived when they were married ?
