Do you think he had added Brooks to his name before marriage or was Brooks her name and he had added to his on marriage?

Brooks isn't part of the name. On freebmd.org , after about 1910 a marriage record shows the name of the other person on the marriage record.
ie: the surname of the person he/she married.

Thomas P Williams married someone called Brooks.
Emily A. Brooks married someone called Williams.

The same with the birth records.
After about 1910 the record shows the name of the child and also the maiden name of the mother.
