i am trying to find the parents of Annie Allen 1872, born in Cornwall, married Henry Houghton and had at least 1 child Lillian in 1898

Have you looked on FreeBMD for her birth and marriage. The marriage cert should name her father.
You can also check the 1881 census free on the Family Search site
