This could possibly be the wife's birth, but you'd need to do some checking to verify
Her father's name will be on the marriage certificate, and you could use that as a checking point if you decided to apply for the birth certificate

To get his Naval records you will need £30 and a copy of his death certificate.
Records can take about 4 months to come.

You will need to buy the marriage cert for William Lewis,s occupation, also his fathers name and occupation as there are so many to choose from on census,so it would all be guess work

There are also a couple of choices for Cecilia Jenkins on census,so again the way to go is the marriage cert for her fathers name and occupation.

Did you ever look up the 1911 census for her birth place?If not then if you look at it and come back with her birthplace,and Williams if you can find it you may be able to get help with it.
