Lynn I happened on your thread when I was looking at the Cooper 'surname board' re my own Coopers.

Some workhouse records survive and you could check here

http://www.workhouses.org.uk/

but it makes a lot more sense to order the Humphrey Cooper birth certificate if you are wanting to know who the parents were. It's unlikely there was more than one with those specs.

What is your connection to the children, or what do you think it might be?
