I am struggling to find Charles Cox on the 1851 census.

He was baptised 1770 Great Milton, Oxfordshire. He was buried April 1852 in Great Milton (age 82)

I think this may be him on 1841 census:

I just input 'Charles' and 'Great Milton'........the name PA was so obviously not right, and I checked the image.

Perhaps you'd send corrections to Ancestry - may help others
