Might be an idea to start with what he knows for sure. Has he got his father's birth certificate? This will have his parents, from that we might be able to trace their marriage and so on.

I can't see a birth for a William Cook b 1922 in Wolverhampton

Hi I am trying to help a friend he is look for a family of Cooks who came from Wolverhamtpton. His grandad was called Wiliam Cook and he was born in 1922 in Wolverhampton and Williams father was called John William Henry Cook. William was married to Rose Wilson and she came from Bilston .
I would be gratefull for nay help you could give him
