Have you looked on Scotlands People for his birth .His fathers name should be on his marriage cert so you can check for their marriage too on SP.

Do you have his marriage cert? This will give his father's name and occupation which will help to find him on the census.

This is the reference for his marriage:

Marriages Mar 1913 (>99%)
Clark William Palmer Cardiff 11a 701

If you don't have the cert, you can buy it online from this site:
www.gro.gov.uk/

£9.25 including postage if you quote the above ref.

Hello everyone! Trying to trace William Clark ( died in Cardiff 1946/7 aged 58) born approx 1888. We know he had a Glaswegian accent, possibly from Water Street in Gorbals, Glasgow. He moved to Cardiff before WW1 and married Florence Palmer in 1913. He fought in WW1 in the HLI before returning to Cardiff and having a family.
Sons William R ( 1917 ) and Leonard ( 1934 ) and daughters ( Lillian, Marjorie and Florence ). He worked in the steelworks in Cardiff but we know nothing else of his life before he moved here.
Be very grateful of anyone's help.
Jean
