GRO is the General Register Office - http://www.gro.gov.uk/gro/content/certificates/

Dulverston is the registration district, 5C is the volume and 390 is the page number. Quarter ended June 1858.

That's everything you need. Certificates cost £9.25.

Edwin's birth was easily found on FreeBMD: http://www.freebmd.org.uk

Births Jun 1858
Parker Edwin Dulverton 5c 390

You'll need to get Edwin's birth certificate from GRO and that will give his mother's maiden name.

You should then be able to trace their marriage and get a copy of the certificate to get their father's names.
