Passport Applications 1915 to 1921

Can anyone give me any information on how I try to find a record of a passport application, my grandfather William Hall died in South Africa aged 35 in 1921 his family remained in Cornwall we know he would not have left UK prior to 1915 he was a miner, I have searched ships leaving and found a William Hall Miner of the correct age departing in 1915 but do not know how I prove it was him as there are so many other Wm Hall's after that date? or how I would find any form of travel document |

I believe the passport aplications are only a list of names & date applied for so not much use for crosschecking |
