The only way to check it out is to get his marriage certificate, David. That will give you his father's name so you can look for them in the census. And a census may give you info about his date and place of birth, to look for a birth record.

The only one I see is in 1903, and if that's him it gives you a middle name for him which helps considerably ... and matches an 1883 birth in Neath. I won't spoil your fun by posting the search results. (If you knew his middle name and birth registration details, you should have given them.)
Do you know when and where he died? That could confirm his middle initial.
Since you don't seem to have answers to your questions, I'd recommend unticking the "answered" thingy. That just means that people won't bother reading the thread even if you post more info / questions.

I'm in Canada. Lots of us here aren't in the UK. I've never heard of Skewen. So I google, and it tells me
Skewen Neath, Neath Port Talbot, UK
When searching for records, it is registration district that matters.
No William E/Edward Phillips with matching age death in Neath or Glamorgan ever, that I can see (assuming you don't have access to Ancestry records, so doing the search for you).
I'd be getting his marriage and birth certificates.

Its one reason why I asked anyone in Neath to , if they could , look it up in their visit to record's office .. I am not in a position to purchase all these records . Health has kept me from working almost 10 yrs now .... But thats another story :) Thanks for all the help anyway and advice .... its all learning and having been out of the loop on this two yrs guess I need telling the basics some again :)

I guess we were all a bit over-eager, I do see that you were looking for a local lookup. I've never seen anybody offering lookups for that area (and not being in the UK myself I'm not sure how these things work, where records are held, and so on).
Now ... I do have a buddy here who deals with Welsh records a lot. I think she's a little poorly herself these days but I'll point her here and if she has any advice she'll get back to you.

They may be able to give you any details as to where the records office for the area is...But I cant find one...Although It may be in Tredegar,I think they had a good shuffle around with records,just pray you dont want anything from Carmarthen at any time.........But then again my normal stomping ground is West not South Wales...about 70 miles West...But I can say that the Reg office in Neath were most pleasant and helpful in finding something for me one time..And fast,but I had to buy the cert of course as they wont give details before payment.. Also if he was from a Chapel family and not a church family baptisms are even harder to find as many remain with the chapels and or in Aberystwyth (National Library of Wales)
This looks like the family on 1911 if you dont have it...

Mothers name will be Margaret (re 1881,which is free to search)if that is him...Which in my opinion is very likely... Most probable death for Margaret Phillips is in 1887.

Certainly do cook on gas..Electric is so unflattering to the looks.. I have just put some peanut butter cookies in my c1960 gas oven as it happens...:) Trouble is I shall now eat too many as they are delish.
Welsh records are almost as bad as the Irish......But being a good well bred but not born Welshwoman I like the challenge of them.
BUT.......You do need to save some pennies to buy a cert or 2 if you are going to do a good tree as you now have a choice of William Phillips marrying a Margaret ??? in and around the right time and area.....Close call on 2 of them...So methinks you certainly need William E Phillips birth cert,and I dont think you will findthe details for free in Wales...They dont work that way here I have found so far...
PS....William Phillips senior was unmarried on 1871... But I know where my money goes for his marriage....Enjoy the hunt~~~~~~~~~~~~~~

Have checked on a few sites as you and others have recomended and have come to the conclusion Margaret was 40 when she died . Seems William E is more likely as he fits both job, area and history as passed down in stories in family ... but yes will be saving pennies :) See Gwen was Gwenllian in 1881 and that name crops up in other family records to .....Just no one knew why ... till now so thanks again
