i was told to search he poplar board of guardians records for any indications of where charles barker can be found between 1871 and 1890 since he was not with his mother for the 1881 census it is extremely likely that he was still in the care of the board of guardians charles edward barker was born on 13th dec 1869 at poplar union workhouse he was one of twins sarah elizabeth they were the illegitimate children of rose ann barker who was admitted to the workhouse on the 19th nov 1869 by the year 1881 census rose is back home with her parents edward and charlotte no sign of her children
