Cheshire Marriage indexes for the years: 1876 to 1880
Surname Forename(s) Surname Forename(s) Church / Register Office Registers At Reference
GALLAGHER Rose Anne WEBBER Henry Birkenhead, Civil Marriage or Registrar Attended Wirral BW/21/139

[Until 1898, only the established church (i.e., C of E/W), jews, quakers, and the registrars were authorized to keep official marr rego's.
After 1898, non-conformists could apply to be authorized to keep official marr rego's (although RCs chose not to apply until 1980-ish.
So a non-conformist marr without an authorized person would need a registrar to attend with his official rego which the couple could sign to complete the ceremony.
It's hard to say from the above whether Rose Anne and Henry's marr was a non-conformist marr or a rego office marr.]

If you have her marriage cert then doesn’t it name her father?

Buy a copy of the marriage cert to find her father's name

Or - as you say you have her birth - get a copy of that cert for both parents, assuming her mother was married

You can't research FH without spending on certs at some stage

1911 census gives her age as 54, which, if accurate, means born no later than 1st April, 1857, so where did you find her birth as 1858?

ALL other censuses show her birth year as 1858, based on her age at the time. You have got to take into account the census dates when calculating her actual birth year

Her age at death also fits with an 1857 birth

If Rose Anne's marr was an RC marr that a registrar attended, try to get the image of the church's register (or a full transcription) as it may well contain info that's not on the official m.cert. Since the names will be latinized, note that James will appear as Jacob and William (and Gwilliam) as Guilame (with the appropriate case ending - Anglo-Saxon had case endings, but they've almost vanished from modern English - e.g., only the possessive form of William has an English case ending, viz William's).
