Trying to find Evans

I'm looking to find any ancestor information about my Great-Great Gran, Susannah Evans. I have records of her marrying my G-G Grandad John Thisby in Oct/Nov/Dec 1889. I have records of 5 children born between 1890 and 1899. According to census info I've collected she was born in APPLEDORE North Devon approx 1870/71, but I cannot find any records of a Susannah Evans being born in this area. According to the 1891 census, her brother Frederick Evans was living with her (aged 9). I did find a record of a Frederick Evans being born 1882 in BIDEFORD, North Devon, which would tally with the census info. Could the 'place of birth' on the census be filled in incorrectly?
