Trying to find Taylor

Hello, My Great Grandfather Joseph Taylor married Elizabeth Winsor in 1872 in Plymouth. He was a stoker in RN and at the time of marriage was 22yrs and 2 months old[marriage cert]. His fathers name was Jeffery who according to the marriage cert was a husbandman and the only Jeffery I have fond was in Blackburn. My problem is I can't get to Record Office at Kew where his naval papers would be. The only children I know of are Lily Ann Taylor may 1885 and my Granny Violet Louisa Taylor may 1887, both born Devonport. Joseph died in 1894 in the Naval Hospital East Stonehouse where he was being treated by orders of the admiralty. 13yrs seems a long time before any children were born. Can anyone help me in any way? Any help at all would be greatly apreciated. Many thanks Mo Charles
