There's a marriage in W,Derby for a Florence COWIE to Charles Robert HALL:

Marriages Sep 1905
Cowie Florence W. Derby 8b 1107
HALL Charles Robert W. Derby 8b 1107

This Marriage certificate would her fathers name recorded you could then try & match the pair up on the 1901 census - which will hopefully record her birth place
