Harris Caroline & Henry - Birmingham

Trying to find information about Caroline & Henry Harris living in Irving Street, Birmingham in the 1922 electoral role.
My husband's grandfather Joseph Bond (born1892) was brought up by them & one family story is that Caroline was his aunt. Joseph's mother was probably Annie Bond but it is not known why she didn't bring him up. He was definitely living with the Harris's in 1922 just prior to his marriage to Lilian Jessie Hopkins.
Caroline & Henry may also have looked after other children.
Any help in trying to unravel this family mystery would be much appreciated.
