What is the mother's name on the birth cert?

Don't think policemen were excluded from census - I have one on the 1891

I have done really well tracing the King family back to Thomas KIng who was born about 1815. The tracing gets a bit sketchy around James King born in City, London 1846, and here I cannot find the family on census records. According to James King's marriage cert.
Thomas was a publican. and on what I think is James' birth cert. he is a policaman. Were police families off the census records does anyone know? I do not know if James had siblings, but he had many children, and was an umbrella maker in Bethnal Green. His wife was Mary Ann Tillett. married in1872.Anyone got any links?
