If you refer to England and Wales, it was 1875 when penalties were imposed for not registering births.

July 1 1837 was when it became law to register all bmds.

Marriage and deaths had to be reported immediately to the Registry Office,, usually by the vicar or priest.

The registration of births was left up to the Registrar to find out about and then to visit the house and get the baby registered.

That's where it failed!! Many babies not registered.

The law was changed in mid 1875, when the onus was put on the mother to go to the registrar's office and register the birth within 6 weeks of the birth.

Some (who knows how many??) would not manage to do it in the 6 weeks, and would lie about the date of birth
