Contact the main public library where ER's are held They are searchable by address.

Thank you, Would this need to be the public Library in Hull or would I be able to do it from any town please

Hull as far as I know
I don't think libraries hold national ER's

A phone call would clarify

Reading your post on FLR - only PERMANENT residents who are on the ER will be recorded

If you mean the owners, they might not have lived on site.
Maybe a manager or other live-in staff ran it on a day to day basis.

Maybe the current owners of the house would have archived records of the purchase:

Detail from what seems to be a deleted thread on GR (found by a Google search for "nursing home, 96 westbourne avenue, hull 1960" ) - re the person named in Diane's thread on Find Living Relatives board:

"Searching for a male born in Hull was given up for adoption at birth, ... Steven was born at Camm's Nursing Home 96 Westbourne Avenue Hull"

I've not copied the DOB which was given.

Can't see anything else online for Camm's Nursing Home.

No help with 1960 - but I was just looking in case there were any Camms there in 1939 -

It was a nursing home of some sort in 1939 - though not necessarily under the same management - but no owners living on site, unless the matron was the owner:
