why would this address appear no resident

Just a wild stab in the dark - with you saying that a doctor lived on one side and a nurse lived on the other, is it possible that the address was some kind of nursing/maternity home and so had temporary residents in the form of pregnant mothers coming in and leaving with their babies but that no one lived there for long enough to register to vote?

It just occurred to me that perhaps the doctor and nurse ran the place as a maternity home and lived on the houses on either side in order to be "on site" all the time, so to speak. Plus, if your ancestor was living in the "unoccupied" house as a maternity patient and she registered the birth before she left, I suppose technically that address would be her address at the time of the birth.

this was 1911 census
the period we needed was 1914ish but the 1911 census would of done

Sometimes the houses are recorded grouped in 2 lists on the same page.,
1 for odd numbers
1 for evens.

OR
Houses have been renumbered

What year was he looking at? If this was before women had the vote she would not show ...

Otherwise, I'd go with Keith's suggestion.

recently dad/howie, had a look up of the address for my great grandmother, where she had my nana,
tho he has seen the house him self with his own eyes so it does exsist, only the ones either side are on electoral roll
and
a doctor and nurse live in those houses either side of where my gran was born,
these were old terraced houses in an old part of cardiff
