Just a wild stab in the dark - with you saying that a doctor lived on one side and a nurse lived on the other, is it possible that the address was some kind of nursing/maternity home and so had temporary residents in the form of pregnant mothers coming in and leaving with their babies but that no one lived there for long enough to register to vote? |
