I have skimmed though all 136 pages of the green paper, this proposal relates to England only.

Apart from their justification for benefits being reassigned to local authorities being repeated over and over they make the proposal sound like they are being terribly considerate to people who have equity in their properties.

They state (as I understand it), home owners would not have to sell their homes and reduce the total value of their estate to > £23k in order to pay for their care and then have the cost covered by the state. Oh no, they will wait until the person in care has died and then reclaim the total costs from their estate. How the hell that would be monitored fairly is a mystery to me.

They are putting the emphasis on 'fairness', people who have been careful with their money throughout their lives should have the same entitlement to benefits as the less well off (read that as destitute). One proposal is that people should pay into an insurance policy throughout their working lives or actually in retirement to cover the anticipated costs of care. Great eh? How many of us have fought and are currently fighting insurance companies for the benefit we are entitled to? Just what you need when you are due to go into a care home a bloody fight for your benefits from the underwriters.

If you want a cynical laugh tempered with apoplexy it's worth a read.
