Through Kent libraries I can access the TimesOnline going back years.

Your main County Library is usually the best bet. Most of their Newspapers (Apart from local ones) seem to be on Microfilm. I got Photocopies of Mail, Express and Herald from 1963 from our County library. (Bucks) Bit of a trip compared to internet but the staff were there to give guidance if needed and mega helpful.
