In the UK electoral rolls are open to public inspection and for a number of years until 2002 they were published by various companies.
Since 2002 the edited version is published annually on line.

If any company wished to publish the earlier electoral rolls that would be possible even considering they are dispersed across the country.
The publication of parish registers shows how that could be achieved.

However the important point to note is all electoral rolls are open to public inspection and copying.
After 2002 only the edited version may be photocopied or scanned.
Though entries in the full roll may also be copied manually
