Does anyone know how I can find out who owned a property in1907?

Susan i have The return of Owners of Land 1873 of Oxford.Dont know if they still done it in 1907.I got it from The Oxford Family History Society.It has name of owner,address of owner,extent of land and gross estimated rental. Annie

Maybe not owned, However some street directories list people or maybe head of the household who lived there.
