Egham 1946

I have a parchment type certificate issued to my uncle dated 1946. It states:
To Victor Albert Stutchbury of Egham Hythe from friends and neighbours in grateful recognition of Services Rendered during the War of 1939-1945. It has a picture on the left of a crown and an open scroll with Magna Charta 15 June 1215 written round it. On the right is a seal with WHC and an E on top of these letters.
I would be very grateful for any ideas as to where this may have come from.
