birth certs for people born abroad

My father was born in Rio Brazil in 1903. Not sure the exact location. Is there any chance of being able to get a cert? I have tried Brazillian Embassy but of little use. I am going to Rio in Nov. Any help would be greatly appreciated.

If he was of British parents then his birth should be in the Consular births. these are on Find My Past. If his father was Military the you would need the Army indices on the same site

I have tried consular records but his parents were Irish, does that make a difference?

My parents were British and my brother and I show up in army births abroad.

If the parents were Irish then shouldn't you be looking at Irish births abroad? I don't know how you would look these up, sorry.
