	As has been suggested, there may not have been one as 1939 was the year WW1 started. You could always ask for information for 1938 at the same address. However, it would be useful to contact Eltham Library as there may have been local Trade style books produced, more or less duplicating the ER info. http://www.greenwich.gov.uk/Greenwich/Learning/Libraries/FindLibrary/ElthamCentreLibrary.htm They don't specify FH resources, but ought to be able to direct you elsewhere.
