Hello Joy, I think it may depend on where they live.

I had a relative in scotland who was referred to as an inmate where it wasn't a prison, or workhouse. Someone gave me advice that said it was just the same house as the head of the household. I've googled and found other threads suggesting this too.

Hi, can any one help please, what does it mean by a inmate. On some census records a relative is living as a inmate but not at a prison. Does it mean a they are a lodger or boarder.
