Thanks I have checked the whole year before and after the birth of my Great Grandfather and there is no other with the same surname under birth or death, so I must asume that it was a single birth with time of birth given.

A stillbirth is on a separate register after 1927 and no inheritance issue would evolve cos the surviving twin would be the heir.

But surely a twin birth no matter when they were born pre 12 oclock or after would be registered at the same time. The date/time of birth is irrelevant, its when the births was registered is the record

Thanks Joan for your tip I have now checked The Free BMD and there was no death in the same district with the same surname in the Dec Quarter 1846 Cranbrook.

I've only come across it with multiple births.

You could you check the Index to see if there are two births on the same or consecutive pages for the same surname.

Usually the time is put on BC if it is a multiple birth, I think it is to do with inheritance and things like that.
In Scotland the time is put on every BC

Not always. In the early days of registration some registrars were very zealous in their recordings and would add the time of birth.
I have a couple of birth certs where the time of birth is recorded but they were single births.

If there is a time stated of birth on a birth certificate does this always mean that there are twins etc?
