if a child was still born from 1900 on wards would there be a record of there birth . |

No there wouldn't, sorry The stillbirth register didnt start till 1927. A parent may have given a detail of births events and have stated those still living but its unlikely you will find any ref to a stillbirth before then |

A burial record might list child's surname and address and a note that it was stillborn. |

The stillbirth register didn't start until 1927 but it is not accessible to the public. It is kept at the GRO in Southport and only the parents can have access to it unless both parents are deceased in which case the siblings of the stillborn child can apply for access. |
